At the outset, learned counsel appearing for the petitioner submits that this petition may be disposed of giving liberty to the petitioner to file detailed representation before respondents No.3 and 4 raising all grounds as raised in this writ petition and in-turn respondents No.3 and 4 be directed to consider and decide the same in accordance with law and circulars dated 01.05.2012, 17.05.2013 & 24.04.2023 (Annexures P/2 to P/4), as early as possible within any stipulated time fixed by this Court.

Learned State Counsel does not oppose the above prayer made by learned counsel for the petitioner.

Heard learned counsel for the respective parties.

Considering facts of the case, limited prayer made by counsel for the petitioner and not opposed by learned State Counsel, without commenting on merits of the case, writ petition stands disposed

of giving liberty to the petitioner to submit detailed representation before respondents No.3 and 4, within ' two weeks ' from today, raising all grounds as raised in this writ petition along with copy of this petition. On submission of such representation, respondents No.3 and 4 shall consider and decide the same, in accordance with law/relevant rules and circulars dated 01.05.2012, 17.05.2013 & 24.04.2023 (Annexures P/2 to P/4), expeditiously preferably within an outer limit of ' 60 days ' from the date of receipt of such representation.
