5 . The instant petition is hereby disposed of without any appreciation on its merits.
6 . The petitioner is directed to file a fresh representation before respondent No.4 within 10 days from today.
7 . The respondents 3 & 4 are directed to consider the said fresh representation along with earlier communication between the parties pending and decide the representation within three months from the receipt of the fresh representation on its merits and in accordance with law.
8 . Needless to mention that this Court has not expressed any opinion on the merits of the matter.
9 . The petitioner may file a copy of the petition and the documents annexed along with fresh representation for consideration. He may also file a copy of the order before respondent No.4 for compliance.
10 . Counsel appearing on behalf of respondent No.4 is directed to send a copy to respondent No.4 for compliance.
11 . With the above directions, the instant petition is disposed of.
