Counsel for the petitioner submits that when the decision has been taken about two years back, it should have been implemented by the respondents forthwith.

State counsel submits that let the petitioner make a representation claiming the said benefits on the basis of Annexure R/1 and his representation would be decided expeditiously by the competent authority. 05. In view of above, the petition is disposed of permitting the petitioner to file a detailed representation for redressal of his grievance along with copy of the present petition, the return filed by the respondents, including

Annexure R/1 as also the copy ofthis order before respondent No.1 within four weeks from today. In the eventuality of filing any such representation by the petitioner, respondent No.1 shall decide the same expeditiously preferably within a period of three months from the date of receipt of such representation in the light of averments made in the return.
