The captioned Petitions essentially impugn decisions taken in the disciplinary proceedings.

The record shows the charges that have been levelled and detailed replies were filed by the respective Petitioners. However, the order passed by the Chief Executive, who is a Disciplinary Authority,

contains no analysis whatsoever of the submissions on the issues involved. Indeed, the order passed by the Divisional Commissioner is equally devoid of reasons.
