Only reason why the petitioner has been declared unfit is that the hypertrophic scar at left iliac crest is claimed to hamper wearing of combat gear for which recruitment Guideline No.XII B(9) is being relied upon (Page No.73-A). Guideline No.9 of Para No.XII B indicates that one of the conditions to be considered for rejection is keloid formation, if tendency is marked or interferes with the proper meaning combatise equipment.

It is an admitted position that no exercise of putting the combatised gear on the petitioner, has been undertaken so as to determine whether actually the hypertrophic scar, adversely affects, the effectiveness of the petitioner. We therefore, direct the respondents to carry out the exercise and submit a report to this Court by 09-4-2025.
