Proceedings under Sections 33 and 38 of the Slum Areas Act are necessarily limited in scope: the Competent Authority, and consequently the AGRC as well as this Court, cannot go into the validity of the slum declaration or its logical consequences, nor into the validity of the SRA scheme; following Andrade Motors, the Section 33 Authority's power extends only to evicting, after hearing, persons whose failure to vacate affects the progress of the scheme/project.
