1. After hearing this matter for some time, it transpires that the flex banners for which the permit to display the same was revoked by the impugned order, have been since removed. Further, the duration of the permit which was for the Financial Year 2017-18 has since expired on 20.08.2018. In that view of the matter, examining the legality of the impugned order would be an exercise in futility.

Mr Ramaiya, learned Advocate for the Petitioner, on instructions from the Petitioner who is present in the Court, submits that the Petitioner intends to apply for a fresh permit for displaying flex banners, for which he will submit the requisite applications and supporting documents within a period of two weeks from today to the Chief Officer of Respondent No.1.

The Chief Officer shall consider the applications and decide whether to grant the same or to reject these applications within a period of 30 days thereafter in terms of the law applicable to the flex banners applied for. It is made clear that the Petitioner shall submit all details with regard to the number of flex banners, their material and their technical specifications including the load that the same would bear along with the application in the prescribed from under the Rules. The Chief Officer shall dispose of the application in the above-specified time frame without being influenced by the observations made in the impugned order dated 04.10.2017 and as if the same were fresh applications which is to be considered in terms of the law applicable.

3. The petition shall stand disposed of in the above terms. No costs.
