Officer. In case, the Education Officer is not a competent authority to

decide the said proposal, then he will forward the said proposal to the

competent authority to decide the same preferably within a period of
six (06) weeks. The competent authority shall decide the said
proposal on its own merits, preferably within a period of four (04)
months, thereafter.
