Planner, Beed forwarded to the office of the Deputy Director, Town Planning, Aurangabad Division, Aurangabad dated 31.10.2014 is placed on record. This communication refers to a complaint raised by the petitioner before the learned Lokaukta of the State of Maharashtra, wherein the grievance was raised of non receipt of permission for construction. Now, this again is a personal cause represented before the forum namely; Lokayukta. Now, coming back of the communication dated 10.09.2013, this communication refers to the failure of original land owner and it states that the original land owner never approached the office of town planner for the final sanction of layout, as such, there was no reason for the office of the town planning to give any positive recommendation in favour of the original land owner and on this backdrop the further statement comes on record and it reads that, “chM ftYg;ke/;s vfHkkU;kl vafre eatqj d:u ?ks.;koh izFkk fnlwu ;sr ukgh”. Now, this clearly indicates the failure of the land owner and by no stretch of imagination, it can be said that this is making the reference to failure of any of the government officials or the government office.
