The learned counsel further submits that, the petitioner has raised substantial challenge to the order of the Education Officer (Secondary), Zilla Parishad, Osmanabad, dt. 13.09.2017 thereby declaring the applicant/orig. petitioner as surplus whereas; there are other juniors to the applicant, who are retained. He further submits
that, the refusal of registration of petition is on technical grounds

which would cause serious prejudice to the applicant/orig. petitioner. He also submits that, if some time is granted by this court, the applicant/orig. petitioner would remove the office objections immediately. He submits that, due to communication gap, there has been delay in filing the application and same may be condoned.
