By this petition, the petitioner has challenged the grant of contract of supply of meals to the Hostel by the Social Justice and Special Assistance Department, for the students of the backwards classes.

Though the petitioner had filed an application for registration of the petition as a Public Interest Litigation, it was not registered as such, as it was observed by the Registrar (J) in the order dated 10.12.2014 that no public interest is involved in the same. For the reasons, recorded in the order dated 10.12.2014, we are of the view that the petition cannot be registered as a Public Interest Litigation.

By this petition, the petitioner has sought the cancellation of the e-tendering process and for allotment of the contract to provide meals to the back ward classes students in the Government Hostels. The petitioner had not applied in pursuance of the tender. The petitioner is a practicing advocate and claims to have resided in one of the Government Hostels during his childhood.

The petitioner would not have a locus to challenge the e-tendering process only because the petitioner was once residing in a Government Hostel. The petitioner has no locus standi for filing the writ petition as the petitioner had not participated in the tender process.

In the result, the writ petition fails and dismissed with no order as to costs.
