Rules, 1997, posts of Multipurpose Health Worker were available with number of Zilla Parishads. The respondent Nos.2 and 3, in the year 2001, thought of recruiting Multipurpose Health Workers. As per the affidavit of Zilla Parishad, for the purpose of filling up those posts, they invited list of eligible candidates from District Employment Officer and District Tribal Officer. Some candidates came to them for seeking appointment by obtaining a suitable order from this Court. Such candidates were then subjected to examination and oral interviews. Some 24 persons were selected. This process was completed by October 2001. The petitioner learnt about vacancies in April 2001. He made an application to the Zilla Parishad that he should be considered for such appointment. But as stated above, the Zilla Parishad did not consider his candidature and used the names of candidates which were sent by the above mentioned authorities. Since the petitioner was not given opportunity to appear for examination and interview, he filed this petition challenging the correctness of selection process. Before any order could be passed in this petition, the Zilla Parishad completed selection process by October 2001.
