By this petition, the petitioner seeks a direction to the respondent no.1 to permit the petitioner to start an Urdu Medium Secondary School at village Chohatta Bazar, District Akola.

The present petition has been filed on the basis of an application filed by the petitioner in the year 2008 for grant of permission to start an Urdu Medium Secondary School in the aforesaid village in the Academic Session 2008-09. The petition is filed on 17.01.2014, i.e. nearly six years after the application for grant of permission to start the Urdu Medium Secondary School was filed. The petitioner is required to file a fresh application if the petitioner wants to start an Urdu Medium Secondary School in the current academic year. The criteria for grant of permission to open an Urdu Medium Secondary School or for that matter, any school has been considerably changed during the past six years. Even otherwise, a fresh process needs to be initiated as the application was made by the petitioner in the year 2008 for the Academic Session 2008-09. No directions could be issued to the respondents in the aforesaid set of facts to permit the petitioner to open an Urdu Medium Secondary School during the next Academic Session.
