The petitioner applied for furlough leave which application came to be rejected. Petitioner preferred an appeal which was dismissed dated 7th June, 2013 by the Addl. Inspector General, Jail Administration. We have perused these orders. One of the ground is that the petitioner was released earlier in the year 2003 on furlough. He surrendered on 19th May, 2010, late by 2386 days. The authorities rejected the application by referring to specific provisions of The Prisons (Bombay Furlough and Parole) Rules, 1959, Rules 4(4), 6 and 10.
