3 Right to property, though no longer a fundamental right, has still been

held to be a constitutional right. Respondents cannot be permitted to take

possession of petitioner’s land without paying compensation.

4 We, therefore, dispose of the petition by directing respondents to

complete the acquisition proceeding within a period of one year from today including payment of compensation.
