The Court made the following ORDER:

The present Writ Petition is filed aggrieved by the action of the respondents in non-payment of 2^nd installment of Scholarship amount under the Scheme of A.P. State Kapu Welfare and Development Corporation vide Vidya Deevena Phase–1/2017-18 for the petitioner vide application No.OV2017111389 to petitioner’s daughter Komirisetty Gayathri, for completion of Diploma in Engineering Design / Draft Tech.Diploma (Co-Op) Program at Saskatchewan Polytechnic Moose Jaw Campus, Canada, in spite of his repeated requests as illegal, arbitrary etc., and for consequential direction to the respondents to release the scholarship amounts to the petitioner’s daughter.

Heard the learned counsel for the petitioner. Also heard Mr.Ch.Venkateswara Rao, learned Standing Counsel for the 2^nd respondent-Corporation.

At the time of hearing, learned Standing Counsel for the 2^nd respondent – Corporation placed a copy of the written instructions dated 23.02.2026, received from the Managing Director of the Corporation. A perusal of the relevant instructions reads as follows:

“4. ….. the student is eligible. In this regard, this office has issued a Proceeding Rc.No.739/AOVN/2025-26 Dt.30.10.2025 and uploaded the Bill No.2025-1764383 of Komirisetty Gayathri to release 2^nd installment Rs.5,00,000/- and it was pending at Finance Department.

From a reading of the above extracted instructions it is also clear that the 1^st installment of Rs.5,00,000/-, towards the scholarship amount, was already paid and the 2^nd installment of Rs.5,00,000/- is yet to be paid.

In the light of the above stated position, as there is no dispute with regard to the balance amount payable under the Vidya Deevena Scheme, the Writ Petition is disposed of with a direction to the respondents to arrange to pay the 2^nd installment of Rs.5,00,000/-, as expeditiously as possible, within eight (08) weeks from the date of receipt of a copy of this order. No costs.
