Heard Sri D. Kishore Naik, Ld. Counsel appearing on behalf of Sri Ch.B.R.P. Sekhar, Ld. Counsel for the Writ Petitioner and Sri Abdul Rasheed, Ld. Asst. Government Pleader for Roads and Buildings and Sri Panuku Rajesh Kumar, Ld. Asst. Government Pleader for Finance and Planning.

Sri Panuku Rajesh, Ld. Asst. Government Pleader has submitted the Written Instructions dated 06.01.2026 furnished by the Principal Secretary to Government. Copy of it is supplied to the Ld. Counsel for the Writ Petitioner and the same is taken on record.

The Written Instruction would indicate that out of the two bills, one of the bills for an amount of Rs.11,77,914/- has been paid on 11.11.2025. Insofar, the balance amount of Rs.40,42,821/- is concerned, the Written Instruction would indicate that the same would be cleared on priority basis.

Having considered the same, this Court deems it appropriate to allow this Writ Petition by directing the Respondents, including the Respondent No.2 namely the Principal Secretary, Department of Finance and Planning, to pay an amount of Rs.40,42,821/- to the Writ Petitioner by completing the entire administrative process, both inter-departmental and intra-departmental by way of mutual cooperation and coordination, between all the concerned departments, within twenty (20) weeks from today and transfer the said amount to the bank account of the respective Writ Petitioner within a period of four (04) weeks thereafter.

The Writ Petitioner is directed to submit the bank account details to the Competent Authority within four (04) weeks from today, for effective compliance.
