The issue that was highlighted in the present PIL was the fact that the jurisdictional Sub-Registrars were taking unduly long period of time to register the documents which are received online from other districts where the same are filed.

2. It was the case of the petitioner that the documents which are

otherwise required to be registered within a period of 48 hours take much longer time to register.

With a view to test the assertion of the petitioner, we had directed the respondents to file, as a test case, registration details pertaining to the month of July, 2025, with regard to the Sub-Registrar9s office at Stone Housepet, Nellore, to understand as to how much time was taken on an average to register the documents, which had been received online from other districts.

A memo has been filed before us, which indicates that the time taken for 8anywhere registration9 was between 34 minutes and 46 hours, and only in one case, the time taken was 121 hours.

As to what could be the reason for delay in registration beyond the prescribed 48 hours time limit by a memo, dated 19.12.2024, is for authorities to see, however, with a view to avoid any misapprehension in the minds of general public, who approach the registration authorities for registering their documents, with regard to the delay caused for any other oblique motive or purpose, it would augur well for the authorities who monitor the registration process to keep a strict vigil based upon data, which is available easily to the authorities to ensure that the time taken in exceptional cases beyond 48 hours was taken for reasons, which could be justified by the officers at the helm of affairs.
