or an appropriate writ, more particularly one in the nature of Writ of Mandamus to declare the action of the respondent No.2 in depriving the petitioner of his seniority and promotion to the post of Deputy Executive Engineer (DEE) for the panel years 2024-25 by publication of Proceedings No E4/2288/FSL/Z3/2024-25, dated 06.01.2025, (final seniority list) effecting promotions to the post of Dy.E.E. in Zone-Ill to all the Assistant Executive Engineers (PH) /Assistant Engineers (PH) / Municipal Assistant Executive Engineers / Municipal Assistant Engineers/TOs (PH)/TOs (Mpl) working under Zone III with eligibility cut-off date as 31.08.2024 and without considering the case of the petitioner, who is working as Municipal Assistant Executive Engineer, despite the petitioner's representations dt.02.12.2024 and 03.12.2024 and applications dated 30.09.2022 and 04.07.2023 and in flagrant violation to the seniority published by the APPSC and contrary to Rule 33 and 34 of AP State and Subordinate Service Rules, 1996 and G.O.Ms.No.256, M.A (C 1), MA and UD dt.18.05.1989 and in violation of the order dt.18.12.2024 in WP No.29828 of 2024 and as discrimination among equals is arbitrary, illegal, irrational and violative of Art. 14 and 16 of the Constitution of India and it is consequently prayed to direct the respondents to consider the case of the petitioner in terms of the order dt.18.12.2024 in WP No.29828 of 2024 and promote the petitioner to the post of Dy.Executive Engineer, Zone-Ill, duly incorporating his name in the final seniority list dt.06.01.2025, with all consequential benefits
