The Court made the following ORAL ORDER:

Heard Sri P. Ravi Kanth, learned Counsel appearing on behalf of Ms. K. Devasri Roshan, learned Counsel for the Writ Petitioner, Sri Shaik Abdul Rasheed, learned Assistant Government Pleader for Roads & Buildings, Transport and Labour and Ms. CH. Swapna Priya, learned Assistant Government Pleader for Social Welfare.

Ms. CH. Swapna Priya, learned Assistant Government Pleader for Social Welfare has submitted the Written Instructions furnished by the Commissioner, Minorities Weflare (Respondent No.3). Copy of the Written Instruction is also furnished to the learned Counsel for the Writ Petitioner. This Written Instruction is taken on record.

Relevant portion of the Written Instruction is usefully extracted hereunder:

<It is most respectfully clarified that the proposed release of the said amount is being considered strictly as a onetime measure, limited only to the verified site clearance work already executed. No further or future bills, claims, or payments of a similar nature shall be entertained or allowed in respect of the said works unless and until fresh administrative and technical sanctions are duly accorded and the works are executed strictly in accordance with the prescribed guidelines and procedures under the PMJVK Scheme.

In view of the above facts and circumstances, it is humbly prayed that this Hon'ble Court may be pleased to dispose of the Writ Petition, permitting the respondent authorities to process and release the petitioner's bill of Rs.10,27,933/- in accordance with rules within a stipulated period of two weeks, and pass such other order or orders as this Hon'ble Court may deem fit and proper in the interests of justice.=

The above extract would indicate that the Respondents have admitted the Bill of Writ Petitioner for an amount of Rs.10,27,933/- and the said amount would be paid within period of two weeks. This amount is admitted by the Writ Petitioner as full and final settlement.

In this view of the matter, this Writ Petition is allowed, without going into merits, with a direction to all the Respondents to release the Bill amount of Rs.10,27,933/- by completing the entire administrative process, Interdepartmental and Intra-departmental by way of mutual cooperation and coordinaton, within a period of two weeks from today. Upon such release, the Respondent No.7 shall transfer the said amount to the bank account of the Writ Petitioner within a period of four weeks thereafter. Writ Petitioner is directed to submit the bank account details to the concerned authority within two weeks from today for effecting such transfer.
