benefit as per G.O.Ms.No. 142 Dated 27.08.2018 to payMinimumTime Scale to the Petitioner is illegal, Contrary to Articles 14, 16, 19, 21 of Constitution and against the principals of natural justice and consequently to Direct the Second Respondent to payMinimumTime Scale to the Petitioner as per C.O.Ms No. 142, Dated 27.08.2018...." 2. The case of the petitioner in brief is that the petitioner was appointed as a Part Time Junior Assistant-cum-Bili Collector vide Rc.No.2/91, dated 31.07.1991 and worked in the same post till 31.03.2013. The 1®' respondent-state issued a G.O., vide G.O.Ms.No.142, dated 27.08.2018 in which they have decided to extend the benefit of Minimum Time Scale to those Employees appointed before 25.11.1993. As the petitioner was appointed on 31.07.1991, he is entitled for the benefit under the said G.O. The 2"^^ respondent prepared a list of the eligible employees, in which the petitioner number is shown at Serial No.71. The petitioner made a representation to the 2""^ respondent on 29.08.2020 requesting to give the benefit as per G.O.Ms.No.142, dated 27.08.2018, to pay minimum time scale to the petitioner. But, no action has been taken by the 2'"'^ respondent. Hence, the present writ petition is filed.
