be pleased to issue a Writ, order or direction moreparticularly onein the nature of WRIT OF MANDAMUS: (i) To declare guidelines 4(h) of G.O.Ms.No.260, Agri. & Coop. (AM IV) Department dated28-9-2010, as illegal, arbitrary and violative of Art. 19(1) (g)oftheConstitutionofIndia; (ii)To declare that any rate the condition 4(h) ofG.O.Ms.No.260,AgrI.& Coop. (AM-IV) Department dated 28-9-2010, cannot be applied to licence obtained prior to 28-9-2010 as it has got no retrospective effect; (iii) As per G.O.Ms.No.64, dated 11-6-2013 - licences which were issued prior to the G.O.Ms.No.17, dated 31-01-2013 be renewed as per the guidelines issued in G.O.Ms.No.190, dated 6-4-1994; (iv) Further declare that the petitioner's renewal application has not been disposed of within 15 days as required under the Rules and hence the petitioner is deemedtohavebeenrenewed. NO: 23126 OF 2014) Petition under Section 151 CPC praying that in thecircumstances stated in the affidavit filed in support of the petition, the High Court may be pleased direct direct the 3rd respondent to renew the licence of the petitioner for the period from 01-04-2013 to 31-03-2018 to carry on business as commission agent in Chillies at Guntur Agricultural Market Yard, without insisting the affidavit to the effect that they are partners in any other business of similar licence issued by the market committee; pending disposal of the above writ petition.
