Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an appropriate Writ, Order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the Respondents in withholding the payment of amount Rs. 15,21,210/- even . after finalizing the bills, payable to the petitioner in relation to the work i.e., Construction of Flealth Center Building at Yogi Vemana University Campus at Vemanapuram (v) of Pedlimarri (m) in Kadapa District, vide Agreement No. 143/SE/D1/2018-19, dt.l 1.12.2018, for an amount of Rs. 15,21,210/- is waiting for fund clearance with respondents 1 to 6 as illegal, arbitrary and violative of Article 14 and 21 of the Constitution of India and consequently direct the respondents to forthwith consider for paymentofthecumulative total amount of Rs.
