Heard learned counsel for the petitioner, learned Government Pleader for Social Welfare and Sri P.Ramakrishna, learned counsel for the 5th respondent. With their consent, the writ petition is disposed of at the admission stage.

reimbursement, the candidate has to pay the total fee and the petitioner has uploaded his application for reimbursement of the tuition fees as per the scheme of the Government as he is eligible for reimbursement of the fees. The 4th respondent has also issued a caste certificate stating that the petitioner belongs to ‘Samban’ caste and hence, the petitioner is eligible for reimbursement of the tuition fees and respondent Nos.2 to 5 are not considering the application of the petitioner for reimbursement, which is illegal. Hence, the writ petition.

As the petitioner has not furnished relevant documents, they are not uploaded in online application form and hence, the application of the petitioner is incomplete. Once the application is complete, the Principal of the College will forward the application with one time authentication (OTA) to the concerned District Welfare Officer for sanction of scholarship and tuition fee and as the application is incomplete, the Principal has not forwarded the same to the next level.
