Heard.

As of now, we have not been apprised of any law under which the Nagar Panchayat could direct the petitioner herein to close the doors of his house which open towards a non-Z.A. Banzar land bearing Gata No.1047. Prima facie, the dispute appears to be a private one. In the earlier round of litigation, we had granted liberty to the private parties to sort out their differences or seek redressal before the appropriate forum as per law and had clearly mentioned that so far as the official opposite parties including the Nagar Panchayat if they propose to take any action then they will have to adhere to the process of law. We have not been apprised of any provision of law under which Nagar Panchayat could issue such a notice as is dated 27.11.2025 and is impugned herein.

We grant one more opportunity to the Nagar Panchayat to kindly apprise the Court about the law under which the Nagar Panchayat may have jurisdiction to issue such a notice to the petitioner in a dispute which essentially appears to be a private one.

List this case on 26.02.2026 as fresh.

Till then the impugned notice shall remain in abeyance without prejudice to the rights of any private person aggrieved to take recourse to law for
