The petitioner, a widow, complains that a penalty of Rs. 13,000/- and odd was imposed by the electricity department on a connection in her deceased husband's name; though paid, the disconnection was not restored and her new-connection application was not granted. When counsel for respondent nos.2 and 3 instructed (over telephone) that the penalty of Rs.13,000/- had not been paid, counsel for the petitioner handed up a payment receipt. Mr. Ishan Mishra, learned advocate holding the brief appears on behalf of respondent nos.2 and 3 and with reference to earlier order dated 28th March, 2026 submits, instructions received over telephone is that the penalty of Rs.13,000/- has not been paid. Mr. Ashish Kumar Ojha, learned advocate appears on behalf of petitioner and hands up the receipt, copy of which is made and given to Mr. Mishra. Mr. Krishna Agrawal, learned advocate appears on behalf of respondent no.1 (the power corporation).

Paragraph 1 from aforesaid order dated 28th March, 2026 is reproduced below.

"1. Mr. Ashish Kumar Ojha, learned advocate appears on behalf of petitioner and submits, his client is widow. There was claim made by electricity department on the connection existing in name of her deceased husband. Penalty of Rs. 13,000/- and odd was imposed. It has been paid. Yet, upon disconnection there has not been restoration. His client applied for new connection. That too has not been given. He seeks interference. "

Mr. Mishra being a learned advocate practising in this Court is also our officer. We have no reason to disbelieve him on

instruction received. Concerned person having issued it is on notice that we deprecate the irresponsible instruction issued. Adjournment granted is peremptory.
