Heard learned counsel for the petitioners, Sri Shad Khan, learned counsel appearing on behalf of respondent-BSA and learned Standing Counsel for the State-respondents.

The writ petition has been filed with the following prayers:-

"(i) Issue a writ, order or direction in the nature of certiorari to quash the impugned orders dated 14.11.2025, undated norm of Adjustment (except its Clause - 5 and 6) and 16.11.2025 issued by the respondent No.1 and 2 respectively and impugned orders o f adjustment/transfer o f all the respective petitioners dated 30.12.2025 passed by the respondent No.3 (Annexure No.1, 2, 3 and 4 to the writ petition).

(ii) Issue a writ, order or direction in the nature of certiorari for calling all the relevant records/proceeding done by Selection Committee/respondent No.3 to 5 relating to the issuance of impugned orders of adjustment/transfer dated 30.12.2025 passed by the respondent No.3 and to quash the same being arbitrary, unjust, unfair and violative of Rules, Norms and Government Orders itself.

(iii) Issue a writ, order or direction in the nature of mandamus restraining the respondents (specially respondent Nos.3 to 10 from making any type of interference (including relieving) in peaceful functioning of the petitioners i n their present places of posting as per impugned orders dated 14.11.2025, undated norm of adjustment (except its Clause - 5 and 6) and 16.11.2025 and orders of transfer/adjustment

dated 30.12.2025 and permit them to continue in their such respective Institutions; and also not to force them for joining in the respective transferred institution; and if they have been relieved in their absence and also if their joining at transferred places are being wrongly shown, they forthwith be posted in their respective institutions i.e. prior to their transfers and paid their complete salary including other service benefits.

(iv) Issue a writ, order or direction in the nature of mandamus directing the respondents (specially respondent no.3) to decide the representations of the petitioners dated 1.1.2026 which was pending as undecided before him."

The bunch of petitions has already been heard by this Court. This Court i s o f the considered opinion that in pursuance of the order dated 23.5.2025, the petitioner had already been transferred and, therefore, there was no occasion for issuance of another Government Order dated 14.11.2025, pursuant to which a number of teachers have already been transferred. The issuance of the another Government Order has resulted in a chaotic situation. In these circumstances, interference by this Court is required.

Let this matter be posted as fresh on 10.02.2026.

Till then, no coercive action shall be taken against the petitioners.
