Heard Mr. Adarsh Singh, learned counsel for the petitioner, Mr. Shivendra Singh Bhadoria, learned counsel for respondent nos.2, 3 and 4 and learned Standing Counsel for the State.

Learned counsel for the petitioner submits that the respondents are conducting several inquiries with respect to the High School certificates of the petitioner, who had passed the High School examination twice. There is a discrepancy in the date of birth recorded in the two certificates. He further submits that, without issuing any notice or affording any opportunity of hearing, and without passing any order against the petitioner, the monthly salary of the petitioner has been withheld from December, 2025 till date without any justification. He further submits that the petitioner is regularly working in the institution, as averred in paragraph-33 of the writ petition, and is therefore entitled for payment of salary.

On the aforesaid, learned counsel for respondent nos.2, 3 and 4 submits that notices were issued to the petitioner on 24.03.2025 and 17.04.2025, and thereafter several further notices were also issued, however, the petitioner responded only on 25.04.2025. It is further submitted that the latest reply submitted by the petitioner is dated 30.01.2026. Considering the same, the inquiry shall be concluded at the earliest. However, he requests for ten days' time to obtain instructions in the matter.
