Heard learned counsel for petitioner and learned State counsel for opposite parties.

The present petition has been filed seeking the following main reliefs:-

(i) Issue, a writ, order or direction, in the nature of mandamus, directing the Respondent Authorities, to consider the Out-of-Turn promotion on the basis of Sports Performance, of the petitioner from the post of Constable/Constable Driver to Head Constable /Head Constable (Motor Transport) in accordance with accordance with the Out-of-Turn promotion Government order dated 07.02.2003 issued by the State Government contained in Annexure No.1 to this writ petition.

(ii) Issue, a writ, order or direction, in the nature of mandamus, directing the Respondent Authorities, to grant Out-of-Turn promotion to the petitioner, from post of Constable / Constable Driver to Head Constable / Head Constable (Motor Transport, on the basis of Sports Performance, in accordance with the accordance with the Out-of-Turn promotion Government order dated 07.02.2003 issued by the State Government contained in Annexure No.1 to this writ petition."
