1. Heard learned counsel for the petitioner, learned State Counsel for State respondent nos.1 to 4 and Shri Mohan Singh, learned counsel for the respondent no.5.

This petition has been filed by the sole petitioner allegedly in public interest seeking construction of an Annapurna Bhavan in accordance with the proposal dated 23.01.2026 passed by the concerned Gram Panchayat. However, on being asked it is informed that construction has started on some other gata. These are not matters to be adjudicated by the writ court. On a proposal of the Gaon Sabha, as informed by Shri Mohan Singh, learned counsel, the state authorities undertake construction of the Annapurna Bhavan after identifying suitable land. We see no reason to interfere in the matter at the behest of a single petitioner. If, as stated by the petitioner, most of the members of the Gram Panchayat were in favour of construction of Annapurna Bhavan in village Sekhauliya, District Ambedkar Nagar, then, if there was a cause, and if they are aggrieved, they could have approached the Court. We, therefore, see no reason to interfere at the behest of the petitioner.

3. The writ petition is disposed of .

4. This order is without prejudice to the proceedings, if any, pending before the state authorities as regarding construction of the Annapurna Bhavan and any objection which may have been raised in this regard by the concerned.
