This anticipatory bail application shows a very sorry state of affairs. An FIR was lodged on 21.09.2021. The injured of the incident died on 29.09.2021. The investigation of the case has been pending since 21.09.2021 and till date no chargesheet has been filed.

This Court on 19.03.2026 had called the Investigating Officer of this case and today Shri Lallan Prasad Verma, Investigating Officer/Sub Inspector, P.S. Meja, District Prayagraj has appeared before this Court and has stated that he has been investigating this case since June 2025.

On a query being made by this Court as to why a police report has not been filed till date, no satisfactory reply has been given by Shri Verma, and he states that he has been making efforts to arrest the accused by making raids at locations where the accused could be found. He has not been able to satisfy this Court as to why, once the accused persons were not being found, warrants or proceedings under Sections 82 and 83 Cr.P.C. have not been undertaken against the accused. This shows a serious lack of apathy on the part of the police, where an investigation for an offence of culpable homicide not amounting to murder is pending since 2021. It also appears that there is a serious lack of supervision by the senior police officers with respect to pending cases of heinous crimes.

The District Commissioner of Police, Prayagraj, shall appear before this Court tomorrow and shall explain as to what steps have been taken to

expedite the pending investigations into heinous offences, which have been pending for a long time. The Investigating Officer present today in Court shall also appear tomorrow.
