The instant writ petition has been filed praying for the following relief:

"(1) Issue a writ, order, or direction in the nature of a mandamus direct the Competent Authority to constitute High Level Committee for independent inquiry, headed by an officer not below the rank of Principal Secretary and comprising members from Vigilance, Registration and Revenue Departments conduct a fair and time-bound inquiry into the fraudulent registration, under-valuation, forged consideration entries and illegal inclusion of an unsound-mind person as seller, and to fix responsibility and to initiate appropriate departmental, criminal and vigilance action against all persons found guilty.
