Heard Sri Nitish Kumar, learned counsel for the petitioner, Sri Ashutosh Mishra, learned Standing Counsel for the State respondent no. 1, Sri Prafulla Tiwari, learned counsel appearing on behalf of the respondent no. 2 and 3 and perused the material available on record.

By means of the present writ petition, the petitioner has prayed for the following reliefs:

"(i) Issue a Writ, order or direction in the nature of Mandamus, for commanding the O.P.No.2 & 3 to release/pay the entire amount of retiral dues of petitioner and arrear of salary of 38 months of during posting at Collecterate Depot Bulandshahr.

(ii) Issue a Writ, order or direction in the nature of mandamus, for commanding the O.P. No.2 & 3 to pay interest @ 18% for delay in making payment of petitioner's retiral dues and arrear of salary w.e.f. the date of his retirement.

(iii) Issue a Writ, order or direction in the nature of Mandamus for commanding the opposite party No.3 to consider and decide the petitioner's representation dated 23.9.2025."

The submission of the learned counsel for the petitioner is that the petitioner retired from the post of Assistant/Attendant after attaining the age of superannuation on 30.11.2024. He submits that the

petitioner was allowed to retire vide letter dated 30.11.2024 issued by In-charge of Collectorate Depot, Bulandshahr in pursuance of the notice dated 11.11.2024 issued by the Head-quarter of the Corporation. He further submits that the work and conduct of the petitioner was up to the mark and he completed his entire service unblemished. It is further submitted on behalf of the petitioner that the gratuity, leave encashment as well as the arrears of salary of 38 months during his posting at Collectorate Depot, Bulandshahr is due and has yet not been paid to the petitioner. He submitted that despite several representations/applications filed by him before the authority concerned, his bonafide request has not been taken care of. He further submits that latest representation dated 23.09.2025 filed by the petitioner as contained in Annexure No. 3 to the writ petition is also pending for consideration before the opposite party no. 3.

Be that as it may, this Court finds that no useful purpose would be served in keeping the present petition pending. Accordingly, this writ petition is disposed of at the admission stage itself by granting liberty to the petitioner to prefer a comprehensive representation inter alia narrating the facts in detail and all other pleas that are available to him; before the opposite party no. 3 i.e. Executive Director, U.P. Government Employees Welfare Corporation, having its Office at 742 Jawahar Bhawan, Lucknow, within a period of two weeks from today. In case such a representation is received by the opposite party no. 3 within the time frame as provided by this Court, the same shall be disposed of strictly in accordance with law. It is expected that the said authority shall endeavour to dispose of the said representation within a period of within 6 weeks from the date of receipt of said representation by passing a reasoned order in accordance with law.

It is further provided that the copy of the decision/order passed on the said representation/application of the petitioner shall be
