This petition purportedly in public interest has been filed by the petitioner inter-alia seeking following reliefs :

"I. Issue a writ, order or direction in the nature of Mandamus commanding the Tehslidaar Tahsil Sadar District Raebareli to Mutate the name of '''kkjnk lgk;d iks"kd ugj" for the lands at Gata Numbers, 424, 425, 426, 427, 428, 437, 459, 460, 461, 462, 463, 464, 465, 466, 467, 468, 469, 470, 471, 473, 475, 476, 477, 478, 479, 480, 481, 482, 483, 484, 490, 548, 560, 561, 562, 563, 564, 565, 566, 567, 568, 569, 570 and 571 situated at Village Saray Mohammad Shareef Pargana Tehsil Sadar District Raebareli in pursuance of the letters dated 13.12.17 and 19.10.22 moved by the Executive Engineer Irrigation Division Raebareli to Tehsildaar Sadar Raebareli (Ann1).

Issue a writ, order or direction in the nature of Mandamus commanding the Tehslidaar Tahsil Sadar District Raebareli to cancel/recall all the mutation orders, passed after 15.11.73 till date, in regard to lands at Gata Numbers 424, 425, 426, 427, 428, 437, 459, 460, 461, 462, 463, 464, 465, 466, 467, 468, 469, 470, 471, 473, 475, 476, 477, 478, 479, 480, 481, 482, 483, 484, 490, 548, 560, 561, 562, 563, 564, 565, 566, 567, 568, 569, 570 and 571 situated at Village Saray Mohammad Shareef Pargana Tehsil Sadar District Raebareli, as the same lands were acquired vide notification dated 15.11.73 in the name of '''kkjnk lgk;d iks"kd ugj".

Issue a writ, order or direction in the nature of Mandamus commanding the Registrar District Raebareli to not to register any sale deed and to cancel all the registration of sale deeds, registered after 15.11.73 till date, in regard to lands at Gata Numbers 424, 425, 426, 427, 428, 437, 459, 460, 461, 462, 463, 464, 465, 466, 467, 468, 469, 470, 471, 473, 475, 476, 477, 478, 479, 480, 481, 482, 483, 484, 490, 548, 560, 561, 562, 563, 564, 565, 566, 567, 568, 569, 570 and 571 situated at Village Saray Mohammad Shareef Pargana Tehsil Sadar District Raebareli, as the same lands were acquired vide notification dated 15.11.73 in the name of '''kkjnk lgk;d iks"kd ugj".

Issue a writ, order or direction in the nature of Mandamus commanding the opposite parties to take proper action against the erring officials who were duty bound to get mutate the lands at Gata Numbers 424, 425, 426, 427, 428, 437, 459, 460, 461, 462, 463, 464, 465, 466, 467, 468, 469, 470, 471, 473,

475, 476, 477, 478, 479, 480, 481, 482, 483, 484, 490, 548, 560, 561, 562, 563, 564, 565, 566, 567, 568, 569, 570 and 571 situated at Village Saray Mohammad Shareef Pargana Tehsil Sadar District Raebareli, as the same lands were acquired vide notification dated 15.11.73 in the name of '''kkjnk lgk;d iks"kd ugj".

Issue a writ, order or direction in the nature of Mandamus commanding the opposite parties to take proper action against the person who have sold or purchased the land illegally at Gata Numbers 424, 425, 426, 427, 428, 437, 459, 460, 461, 462, 463, 464, 465, 466, 467, 468, 469, 470, 471, 473, 475, 476, 477, 478, 479, 480, 481, 482, 483, 484, 490, 548, 560, 561, 562, 563, 564, 565, 566, 567, 568, 569, 570 and 571 situated at Village Saray Mohammad Shareef Pargana Tehsil Sadar District Raebareli, as the same lands were acquired vide notification dated 15.11.73 in the name of '''kkjnk lgk;d iks"kd ugj".

It is inter-alia claimed in the petition that the land comprised in the Gatas in question, was acquired by the State in the year 1973 for the purpose of ''kkjnk lgk;d iks"kd ugj', however, the same has not been recorded in the name of the State and continues to remain recorded in the name of the persons from whom the land was acquired, who have subsequently transferred the land to others.

Based on the said submissions, the reliefs, as indicated hereinbefore, pertaining to mutation of the land in the name of the State, cancellation of all the mutation, which took place from 15.11.1973, cancellation of all the registration of sale deeds since 15.11.1973 and action against those involved, have been sought.

A perusal of the reliefs indicates that the petitioner has sought reliefs in relation to a period spanning over 52 years. As to what prompted the petitioner, to initiate the investigation, seeking the information and filing the petition, the petition is wholly silent.

So far as the credentials of the petitioner are concerned, claim has been made that he is a public spirited person.

Filing of a petition purportedly in public interest of this nature seeking a relief in relation to a period spanning over 52 years, without impleading a single person, who would be affected in case the relief is granted and not even indicating as to how many mutations have taken place and/or sale deeds have been registered during the said span of 52 years, cannot even be termed as public interest in any manner.

In view of above, we do not find any good reason to entertain the present petition termed as Public Interest Litigation and the same is, therefore, dismissed .
