Heard learned counsel for the petitioner and learned A.G.A. for the State.

Sri Mohd. Ali, learned counsel for the petitioner, after arguing at some length, submits that he intends to submit reply to the impugned notice and as the matter is fixed for 27.10.2025 as has also been admitted by the learned AGA as such he prays that the competent authority be directed to consider the said reply and pass a reasoned and speaking order upon the same within a specified time.

Considering the aforesaid, the writ petition is disposed of leaving it open to the petitioner to submit his reply to the impugned notice.

In case the reply is submitted by the petitioner by the date fixed in the matter then the competent authority shall proceed to decide the matter in accordance with law and relevant rules and pass a reasoned and speaking order after considering the reply of the petitioner which order would be passed within a period of four weeks from the date of submission of the said reply along with certified copy of this order provided there is no legal impediment.

Subsequent thereto in case the petitioner is aggrieved by any order which is passed by the competent authority it would be open for him to approach the competent Court of law.
