The petitioner is claiming the stipend for the period from May 2005 to December 2005. The petitioner has approached this Court after a delay of almost 19 years. The laches on part of the petitioners has not been satisfactorily explained.
Learned counsel for the petitioners has relied on a judgment passed by this Court in Aparna Parashar and 212 Others vs. State of U.P. and 4 Others (Writ - A No. 14849 of 2024) passed on 23.09.2024.
The aforesaid judgment, I am afraid does not lay down any dicta which mandates the Court to overlook the laches of almost 20 years. The issue of laches was neither adjudged nor decided by this Court in Aparna Parashar (supra).
The writ petition is dismissed on the ground of laches.
