This is an application seeking impleadment of Shri Babu Lal Meena (B.L. Meena), Principal Secretary, U.P. Home Guards Civil Secretariat, Lucknow in the array of the respondents.

Learned counsel for the applicant has submitted that during pendency of the present contempt petition, respondent no. 1- Shri Anil Kumar, Additional Chief Secretary, Home Guards, Civil Secretariat, Lucknow has been transferred and now in his place Shri Babu Lal Meena (B.L. Meena), Principal Secretary, U.P. Home Guards Civil Secretariat, Lucknow has joined. The applicant has made a representation to him on 27.09.2024 for compliance of the judgment and order of this Court dated 15.05.2024 but till date, the compliance has not been made.

Cause shown in the accompanying affidavit filed in support of the instant application is found to be satisfactory.

Application is allowed .

Learned counsel for the applicant is permitted to implead/incorporate Shri Babu Lal Meena (B.L. Meena), Principal Secretary, U.P. Home Guards Civil Secretariat, Lucknow in the array of the respondents of the present contempt petition as respondent no. 4 during the course of the day.

Issue notice to newly impleaded respondent no. 4 to explain as to why contempt proceedings be not initiated against him for alleged willful disobedience of the order dated 15.05.2024 passed in Writ A No. 1794 of 2024.
