"1. Heard learned counsel for the petitioners; Ms. Uttara Bahuguna, learned Addl. Chief Standing Counsel and Shri Ankur Mehrotra holding brief of Shri Komal Mehrotra, learned counsel for HPCL.
2. In response to the order dated 21.7.2023, detailed instruction has been placed by the Executive Engineer, Provincial Division, PWD, Agra indicating therein that NOC is already accorded by the PWD.
3. It is still being alleged that local Member of Legislative Assembly is making unnecessary intervention/ obstruction in the construction in question.
4. On the request of learned counsel for the petitioners, put up this matter as fresh on 4.9.2023."
