The case of the writ petitioner is that he was initially appointed on the post of Lecturer on 03.05.2000 in Jawahar Lal Nehru (P.G.) College, Etah affiliated to Dr. B.R. Ambedkar University Agra in the department of Hindi. It is further the case of the writ petitioner that he assumed the charge on the said post on 05.05.2000 and thereafter superannuated on 30.06.2022. In para 6 of the writ petition it has been asserted that after completing 7 years of satisfactory services the writ petitioner was granted senior lecturer's scale by the second respondent, Director of High Education, Uttar Pradesh, Prayagraj on 24.07.2007 and after completing 10 years of satisfactory service she was promoted to the post of reader in the department in question which subsequently was re-designated as Associate Professor. In para 8 it has been further averred that the writ petitioner also assumed the charge on officiating principal in the institution in question from 1st July, 2021 to 30th October, 2021. The writ petitioner further alleges that on 18.08.2022 she wrote a letter to the fifth respondent, Regional High Education Officer, Agra for expediting the proceedings for payment of retiral dues and the third respondent, Finance Controller, Higher Education, Uttar Pradesh, Prayagraj by virtue of the pension payment order dated 25.08.2022 addressed to the Chief/Senior Treasury Officer, Etah, fourth respondent proceeded to recommend the case of the writ petitioner.
