The petitioner has come up with a prayer seeking a direction to the Additional Director (Basic), Directorate of Education, Allahabad (Now, Prayagraj) to decide his representation dated 18.07.2014 within a reasonable time.

This Court, in the exercise of our jurisdiction under Article 226 of the Constitution, is not an Authority to recommend action that has to be taken by Officers and Authorities of the State, unless before us a substantive relief is claimed. There is no relief claimed in this petition, on the foot of a right that can be suited in a writ petition, except a direction to the Additional Director (Basic) to decide the petitioner's representation. This Court is not minded to issue such a direction with no substantive relief being prayed before us.

This petition is, accordingly, dismissed as not maintainable.

However, this order will not prevent the petitioner from instituting a fresh petition claiming relief that he seeks on the basis of his rights. The petitioner would be at liberty to explain the latches, if he is advised to institute a fresh petition seeking appropriate relief.
