The present petition has been preferred by the petitioner for the following reliefs:-
"(i) Issue a writ order or direction in the nature of mandamus directing the respondent No.4 to restore the electricity connection being Meter No. 9932916000, forthwith.
(ii) Issue a writ order or direction in the nature of mandamus directing the respondent No.2 to decide the representation of the petitioner dated 12.11.2020 pending before him expeditiously, within the stipulated period."
Learned counsel for the petitioner states that the petitioner is permanently resided in-front of Bijli Ghar, Galshaheed, District Moradabad and was having an electricity connection being Meter No. 9932916000. She is consumer of Paschimanchal Vidyut Vitran Nigam Ltd. The petitioner has deposited Rs.8000/- on 11.9.2020 and there is no bill due upon the petitioner in regard to the electricity consumption. On 4.11.2020 at about 04:00 P.M. some employees of the electricity department entered into the house of the petitioner and have taken away the electricity meter from her house and the electricity connection was disconnected by the employees of the electricity department. Against the said action, on several occasions the petitioner has represented her case before the authority concerned but no heed has been paid to the same and till now the electricity connection has not been restored.
Learned Standing Counsel very fairly submits that in case petitioner approaches the Executive Engineer, Paschimanchal Vidyut Vitran Nigam Ltd., who is a competent authority, definitely his grievance would be redressed at the earliest.
Considering the facts and circumstances of the case, without expressing any opinion on the merits of the issue, the writ
petition stands disposed of with observation that in case the petitioner makes a fresh representation to respondent no. 4, i.e., Executive Engineer, Paschimanchal Vidyut Vitran Nigam Ltd. ventilating her grievance within three weeks from today, the same would be considered and decided in accordance with law in further six weeks but certainly after according opportunity of hearing to all the stake holders in the matter.
The party shall file computer generated copy of such order downloaded from the official website of High Court Allahabad, self attested by the petitioner alongwith a self attested identity proof of the said person (preferably Aadhar Card) mentioning the mobile number to which the said Aadhar Card is linked.
The concerned Court/Authority/Official shall verify the authenticity of such computerized copy of the order from the official website of High Court Allahabad and shall make a declaration of such verification in writing.
