Heard learned counsel for the parties and perused the record.

The petitioner herein states that he has applied for grant of tubewell connection over the land/plot owned by him. The charges for grant of that connection has been duly deposited by the petitioner. However, on account of an obstruction made by one Rajendra Kumar Sharma s/o Ram Pratap Sharma, co-villager. the work of restoration of electricity connection pole could not be undertaken by the respondents.

Sri Suresh Kumar Maurya, learned Advocate holding brief of Sri Krishna Agarwal, learned counsel for the respondent nos. 3 & 4 states that the Department is ready to grant electricity connection, however, on account of the obstruction being made by the private person as aforesaid, the connection could not be granted. The respondent no.4 issued a letter to the Superintendent of Police, Chitrakoot on 10.08.2020 for letting the electricity pole installed without any hindrance by providing police force/security.

No action whatsoever has been taken by the Superintendent of Police, Chitrakoot and hence prayer of the petitioner can not be accepted.

Be that as it may, having perused the material on record, we provide that the respondent no.4, i.e. the Executive Engineer, Dakshinanchal Electricity Distribution (Transmission), Corporation, Karvi, Chitrakoot shall make a fresh application with the Superintendent of Police, Chitrakoot for providing adequate police force and security to the officials of the department at the site-in-question, for grant of electricity connection to the tube-well installed by the petitioner. In case such an application is moved, the concerned Superintendent of Police would be under obligation to take an expeditious action in accordance with law.

With the above observations and directions, the writ petition is disposed of .
