Mr. Satish Kumar Rai, learned counsel for the Union of India is to be treated as representative on behalf of the Principal Secretary to the Government of India, Department of Health Affairs instead of PMO.

This petition for writ is directed to have following reliefs:

"A. To pass an order to ban cow slaughtering in whole country and also to ban slaughtering of some animals in whole country India in order for production of sufficient animal/cow dung for a large quantity Production of organic manure, and this is for life protection of citizen of India.

B. To pass an order to Ministry of rural development govt. of India to take a decision to fix minimum 70% mnrega fund for establishment of cow/animal Shelter in Indian villages for production organic manure and this is for life Safety of citizen of India.

C. Govt. of India collect 2% fund from every department. A gaushala fund in order to establish gaushala/pashushala in each village of India for preparing more safe fertilizers for life safety of citizen of India and for developing each citizen of India mentally and physically.

D. To pass an order to pass order to union forest Ministry and union agriculture ministry and union rural development ministry to fund a huge amount for increasing/producing Fodder in our country.

E. To pass an order to pass order science and technology minister Govt. of India and bhabha atomic research center Mumbai and human resources ministry Govt. of India and

Indian council of medical research for research on radiation effect on foods and fertilizers, also to examine behavior of bionucleoate and multinucleate formation while in contact with cow urine and also pachgavya and its effect on radiation. Also effect of panchgavya of cow on radiation effect, this can include pachgavya of other animals also.

F. To pass order Bhabha atomic research center Mumbai regarding radiation effect on panchgavya i.e. whether or not cow milk, cow urine ghee of cow curd from cow milk and cow milk are affected by radiation.

G. To pass an order Govt. of India to increase fund for plantation of those plants which can be use for fodder for animals.

H. To pass order Ministry of human resource Govt. of India to allocate convert some fund reserved for i.c.d.s. scheme in establishing cow shelter center in villages for complete nutrition.

I. To pass order Ministry of petroleum and natural gases to allocate fund for establishing cow shelter/animal shelter center in villages for production of cooking gases in villages.

J. To pass order Ministry of non-conventional energy to allocate fund for establishment and proper regular investigation of gobar gas plant in Indian villages for cooking gases and light energy.

K. To pass order Department of Ayush Govt. of India to collect and compile medicinal utility data of cow urine, i.e. what kind of diseases are curable or patients get too much relief using cow urine as medicines (here cow means Indian breeds of cow) and also may utilities of cow and file it in Hon'ble High Court.

L. To pass order to Union Power Ministry to allocate fund for establishment of gobar gas plant in villages, town for production of light energy.

M. Government of India import cows for more milk production and also import. "

Having considered the facts of the case, we deem it appropriate to dispose of the same by keeping the petitioner at liberty to agitate his cause before the Secretary, Department of Health Nirman Bhawan, New Delhi as well as before the Secretary,

Department of Chemical and Fertilizer, New Delhi, Shastri Bhawan, New Delhi.

Writ petition is disposed of accordingly.
