This writ petition, inter alia, has been filed for the following reliefs:

"i. Issue an appropriate order or direction against the res no. 2 and 3 herein to take prompt decision in respect to paybility of admitted contractual amount to the petitioner herein, within stipulated period of time for achieving ends of justice.

ii. Issue an appropriate order or direction against the res. no. 3 herein i.e. Finance Officer, Veer Bahadur Singh Purvanchal University District-Jaunpur, to decide representation dated 16-10-2018 as presented and filed by the petitioner herein (Annexure No. 7 to this writ petition), within stipulated period of time, by reasoned and speaking order."

Heard learned counsel for the parties and perused the record.

A perusal of the record shows that the petitioner, in fact, is claiming an amount relating to supply of certain items to the university concerned for the period between 19.4.2009 to 29.6.2009.

Nearly more than ten years have elapsed but no plausible explanation has been given for the inordinate delay in filing the present writ petition. There was no justification for the petitioners to have waited for so long. The writ petition suffers from laches due to inordinate delay.

In view of the above, this writ petition is dismissed on the ground of delay and laches on the part of the petitioners.
