As prayed by the learned counsel for the petitioner, he is permitted to implead Electricity Lokpal Vidut Niyamak concerned as Respondent No. 4.

This writ petition has been filed, inter alia, for the following relief;

"(i) Issue a writ, order or direction in the nature of mandamus declaring The electricity regulatory commission (Consumer Greivance Redressal Forum and Electricity Ombudsman) Regulationi 2007 as ultra virus the provisions of the Constitution of India.

(ii) Issue a writ, order or direction in the nature of mandamus commanding respondent No. 3 to release prepaid/temporary connection to meet the basic necessity of life during pendency of contempt application No. C-30/18 before the Electricity Lokpal, U.P. after depositing requisite fee."

After arguing the matter for quite some time, learned counsel for the petitioner has confined his prayer to the extent that the Respondent No. 4, Electricity Lokpal Vidut Niyamak be directed to dispose of the matter pending before it within a stipulated period of time.

Heard learned counsel for the parties and perused the record.

Considering the facts and circumstances of the case, without expressing any opinion on the merits of the case, this writ petition is finally disposed of with a direction to the Respondent No. 4, Electricity Lokpal Vidut Niyamak to consider and decide the matter pending before it in accordance with law expeditiously, if possible, within two months from the date of receipt of a certified copy of this order.
