The instant writ petition has been filed by the Committee of Management of Black Stone Girls Inter College, Mathura challenging the orders dated 08.03.2018 and 24.04.2018 passed by the District Inspector of Schools and Joint Director of Education, Agra Region, Agra respectively. By order dated 08.03.2018 the District Inspector of Schools, Mathura has directed for payment of salary to the fourth respondent, the Principal of the institution by single operation of the accounts. By order dated 24.04.2018 the Joint Director of Education, Agra region, Agra has appointed Head Master Rajkiya Ucchatar Madhyamik Vidyalaya, Bachgaon, Mathura as authorised controller in the institution in exercise of power under Section 6(3) of the Uttar Pradesh High Schools and Intermediate Colleges (Payment of Salaries of Teachers and other Emoployees) Act, 1971. The authorised controller has been appointed on account of alleged default on the part of the management in complying with the interim order of this Court dated 15.12.2017 where under the fourth respondent became entitled to join the institution as Principal and to draw salary attached to her post.
