Briefly stated facts of the present case are that the mother of the petitioner, namely, Smt. Urmila Mishra, was working as Assistant Teacher in Primary School Village -Lehbara, Block - Jasara, District - Allahabad, since 13.4.1982. Subsequently, she was transferred to Primary School Village - Pura Prithvipati, Block - Chaka, District - Allahabad. She died on 10.8.1991, when the petitioner was aged about three years. It appears from the death certificate dated 10.8.1991 filed as Annexure 2 to the writ petition that the father of the petitioner was also in Government Employment who was alive. It is stated by learned counsel for the petitioner that the petitioner's father died on 27.06.2009. The fact that the petitioner's father was in Government Employment has been concealed before the authorities as well as in the pleadings made in the present writ petition. Learned counsel for the petitioner has stated before this Court that the petitioner has two sisters who are married. In paragraph 26 of the writ petition the petitioner has stated that he has no source of income except his service.
