It transpires that pursuant to an advertisement that was issued in 2014 for appointment of Regional Inspector (Technical) by the U.P. Public Service Commission, the appellants appeared in the examination that was held on 8 November 2015. On 14 July 2017, a notification was published on the website of the Commission requiring the candidates, who appeared in the written examination, to download a copy of the online application form and submit it with hard copy of the testimonials between 18 July 2017 and 24 July 2017. The appellants have stated that they were not aware about this publication made on the website of the Commission and when they came to know that practical examination would be held by the Commission at Allahabad between 25 April 2018 and 28 April 2018, they filed Writ Petition No. 10372 of 2018 in which an interim order was passed on 23 April 2018 permitting the appellants to submit their offline application forms and testimonials and to appear provisionally in the practical examination. The appellants submitted a certified copy of the interim order dated 23 April 2018 before the Commission on 27 April 2018.
