It transpires that an advertisement was issued in 2016 by the U.P. Subordinate Services Selection Commission, Lucknow for appointment of Gram Vikas Adhikari. The petitioner appeared in the written examination and qualified. Thereafter the petitioner was issued an admit card for participating in the cycle race test and physical efficiency test to be held on 17 October 2016 and 18 October 2016 at Lucknow. It is stated that the petitioner met with an accident and so could not appear at the said test. The petitioner, therefore, submitted an application on 13 October 2016 for fixing another date. It is stated that on 8 October 2016, a notice was published on the website that candidates who could not participate in the test held earlier could now appear in the cycle race test and physical efficiency test to be held on 9 December 2016. The case set up by the writ petitioner was that since the notice was published on the website late on 8 October 2016, the writ petitioner could not reach Lucknow, and it was for this reason that the petition was filed which has been dismissed.
