This intra Court appeal has arisen from the judgment dated 27.01.2006 passed by learned Single Judge dismissing the writ petition of appellant on the ground of delay and latches since the selection of 2002 was challenged in writ petition which was dismissed on 05.09.2003 and thereafter, review was filed after more than a year which has been rejected. This appeal has been filed with a delay of 8 years and 97 days and in the delay condonation application we do not find any satisfactory explanation for such a long delay.

This application is accordingly dismissed.
